I sometimes see that PayPal accounts are "unverified". What does this mean?

It doesn't mean that anything is wrong, it simply means that there is no credit card attached to a particular account. PayPal encourages people to register a credit card with them as a means of positive identification, for added security and as a way of confirming (or 'verifying') the users address. For businesses and heavy users of the PayPal services it has advantages, but for simple transactions such as the ones involved here, it is unnecessary. If you have opened an account simply to pay for something, then you have just used your credit card, not registered it and your account will therefore be listed as "unverified". This has no practical significance in this instance because, for example, you are unlikely to give a false address if you have bought something for delivery to your home.
